Résumé
The analysis of the water neoliberal management in developed countries allows a relation of contrast with some cases of water management in countries of the South. The modernization of the Latin American State in the hydric resources management seems to have followed an external example without considering the local characteristics of a society in movement. We conclude that a modern neoliberal State is incompatible with the management of the water public services given the social revolts occasioned. The social groups that protest take advantage of the conjunctures to establish new decisional schemes of water strategic management.
