A key player in the political life of Québec and Canada over the last quarter-century, Mr. Bouchard was Premier of Québec from 1995 to 2001, and before that Leader of the Official Opposition in Ottawa from 1993 to 1995, at the head of the party he founded, the Bloc Québecois. Previously, he was Canadian Ambassador to Paris from 1985 to 1988, and one of the principal artisans of the Francophonie and the organization of the first Summit of Heads of State of the Francophonie. In the Government of Canada, he served as Secretary of State and Minister of the Environment. From 1970-1985, while working as a lawyer, he received major Québec government mandates concerning negotiations with the public sector and was chief prosecutor for the Cliche Commission on practices in the construction sector in Québec. Returning to the practice of law, since 2001 he has been a partner in the law firm of Davies Ward Phillips & Vineberg.
